Maybe, maybe not is the short answer.
From the description, they are more in the breathable-water resistant category than waterproof, but you could try this. These instructions work for anything treated w/DWR and or waterproof breathable fabric.
Launder with regular liquid detergent and rinse three times. Then, launder again with Tech wash or similar, and then retreat the DWR according to directions with TX Direct or similar. The key is using the regular detergent which cleans much better than the Tech Wash, but it has to be rinsed absolutely thoroughly.
