I wear a thin base layer under my lined pants too - 32degree brand from Costco for $6.99! When I need something warmer, I wear light weight fleece pants as base - mine were from JCrew and they weren’t even for exercising. My experience is not how thick the fleece is but how tight/fitted/close to the skin it is.
I use Costco's 32degree brand too. They're thin enough to wear a second lay over them when needed. And cheap enough to cut down to the 3/4 length I like. Use the tops too.

Its all about the polar fleece @Jilly is right.
Doesn't have to be ski related product, just fit correctly under the shell pants.
