I can say from recent experience driving up a steepish pitch of snowy road in Vermont that good tires aren't always enough; sometimes you need torque on both axles.

I have Bridgestone Blizzak snow tires, which are incredibly aggressive and very highly-rated. I wanted to be safe in the winter, so I read the reviews and paid for the best tires I could get.

And yet: if the road is steep, and especially windy and steep so you can't keep momentum, all-wheel or 4wd is probably necessary. Even with good momentum, I spun out and didn't think I'd make it up the hill. I made it, but just barely and only because my destination was only halfway up the hill. I know my next car will have awd if I can afford it.
