Fixing padding on boot liners?

I saw a boot fitter last year and he added some padding outside on the liners among other things. The glue on the padding has come off. Can I just glue these back on myself rather than going back to him? (he's about a 2.5 hour drive). What kind of glue can I use? I do have shoe cement. Thanks.

I add foam with duct tape. Works fine, holds up, and the pads don't peel off when I pull the liners.
Ooh...duct tape! That sounds like a great idea. My bootfitter suggested contact cement, but I like how the pads won't peel off if I use duct tape. Thanks!
