The white piece off the stern (back) of the is the tiller/rudder. This steers the boat. The rudder is most covered in weeds as our bay is full of them right now. Too much rain and sun. So, he is most likely clearing the rudder of the weeds. But to use a ski pole?

Inland bay off of Lake Ontario. No lobsters. I'm pretty sure it wasn't a local, so probably sailed right into the big weed bed just off the Yacht club.
